This expansion hasn't felt too friendly to alts, but things're slowing down a bit and we'll have about 3 months till 6.2 finished being tested. So, now is about when people can really begin devoting a lot of time to alts.
The first stage of the legendary is done via dungeons. I'd encourage people to ask guildies to go with them for an easy carry and to speed this up. Several of us still have inns and are making enough extra gold for doing it they won't mind. The only thing that seems to slow anyone down now is the apeis crystal side of things. Keeping on top of your work orders will do a lot over time if you've leveled the character before getting started on the legendary. I recommend doing the weekly Garrison Campaign missions as these are also bundled in as apexis missions and add up quickly. There seems to be a catch-up mechanic for these as sometimes you'll get a 2nd one in a week. Lastly, while you can do your apexis dailies for a few days, you can double up on these by buying scout missions from Sergeant Grimjaw to basically double the apexis and gold payout. The apexis stuff should only take 2-3 days in this way.
The next stage is your Highmaul drops. While Blizz has said they've added ways to speed this up the second time around, I've yet to really feel this here. You'll get 2-3 stones per boss and have a chance at a cluster of 5 stones additionally. Perhaps there is a great chance to get clusters, but because it's rng, you can't be sure of what's going on. I've gotten lucky on some toons getting 30-35 stones in a week, and been unlucky enough to get about 20 before. 20-25 seems about the right number, so expect this to take 5-6 weeks to complete.
The most drastic boost is from the next stage in BRF. You need to get 900 fragments and each boss drops 9 your first time through. No rng here, it's a predictable drop rate. The second time through seemed to give 13 stones per boss. From 100 boss kills needed (10 full clears) to roughly 70 kills. However, this week I'm noticing this has been drastically boosted to 31 fragments per kill. This is not consistent though, so expect to get random amounts of fragments with a minimum of 13.
My advice at current is that you can progress alts along the initial parts of this questline simultaneously, but when one gets the Blackrock stage, to wait until their main has finished it first. Save yourself a ton of effort.
