You may think the Legendary Garona is the most OP follower, but I'd have to disagree. Her Master Assassin Trait basically just allows her to count as a generic counter. It's twice as powerful as any other single trait, which are generally half as powerful as a counter. While powerful, this is not broken.
Harrison Jones is earned by completing all 6 of his random dailies gotten from level 3 Garrisons. Jones comes with Treasure Hunter, a nice trait in its own right, but his other trait, Mentor, is absurd for 2 reasons:
Whatever level and item level Jones is, so is everyone else on his team when going on a mission. This makes Jones ideal to be your vanguard to rush his item level to 675 (max). This will unlock all sorts of new missions and any team he goes with has a fighting chance of completing them. This circumvents the original need to boost your followers evenly so you didn't unlock new missions you had no hope of completing.
Second, and this is situational if you have an inn and are getting new followers from it, but this is where he truly shines. You know that followers running missions above their level get reduced xp. At 3 levels above them, they only get 10% of the xp. This makes leveling new 90s from the inn a tedious process that takes a solid 2 weeks to max them. Jones cut this in half easily. As his Mentor ability boosts people's level and item level to his own, this negates the xp penalty associated with leveling toons. Since these 90s would be counted as level 100, they will get the full amount of xp. A suitable xp mission awarding 8k xp will take this follower to level 97 in one go. The rare 20k mission takes them to level 100.
